Harbor Counseling

Harbor Counseling is a non-profit agency that provides treatment and prevention for adolescents and adults with problems related to alcohol or other drug abuse. Harbor has been providing substance use disorder treatment to residents of Tioga County and the surrounding area for almost 30 years. In addition to drug and alcohol counseling, our licensed staff members also treat mental health and emotional disorders such as depression, anxiety, PTSD, ADHD, and provide marriage and couples counseling. 

Harbor Counseling also provides a warm handoff program at our local hospital for overdose victims, Narcan training and distribution, Court-ordered DUI programs, Prison services, School-based services, EAP and workplace programs, peer support services, and other confidential services related to drug and alcohol or mental health needs.  We also have an 8-bed Recovery House which provides safe, supportive housing for those who need it while attending outpatient treatment.  In 2025 we are planning to open a second Recovery House.

Almost 100,000 people lose their lives to drug overdose every year, and rural Pennsylvania has not been spared. Harbor Counseling is committed to providing quality treatment to all who need it, regardless of insurance or ability to pay. There are several payment options available and a DONATION today can help pay for life saving treatment for someone who may need it.     

As a non-profit agency in a small rural community, it is difficult providing all these programs and services on Medicaid and private insurance reimbursement rates, and so we must depend on grants and fundraising.
